How do game-specific fees work on the Steam marketplace? Who sets them?

Currently Steam takes a 5% + 1 cent fee on all transactions on the marketplace.
Game specific fees for Valve games Dota, CSGO, TF2 are 10% (added onto Steam fee)
What about for other games? Do publishers set their game specific fee for a rev-share with Steam?
