Issue joining Modded Minecraft Server - AnnotatedSocketException: Protocol family unavailable

I'm trying to set up a Galacticraft server for my buddies and I and I'm getting a weird error message when I try to connect locally through my servers public IP address. Below is the error message I'm getting. I can connect fine locally and I've tried momentarily shutting down my firewall to see if that was doing it but I am stumped on what the problem is and am hoping someone here can help. Thanks!
