Why does this site suck as much as it does?

I googled a simple question about gifting games on PSN because I would like my gf to give me a game or two this Xmas digitally. I ended up on this site and found out you could not do that 4 years ago. And saw a bunch of people screaming that the question has already been answered. PSN changes all the time, answers from 4 years ago don't mean shit in 2018. even if they are still true, it is a legit question. would be awesome if someone could provide some insight into PSN in XMas2018 times and not the ancient days.
